PrezCon, the Winter Nationals, is in its 16th year, and continues its tradition of showcasing and supporting Diplomacy, as well as being the PTKSer home con away from home. We have a PTKSer running the Diplomacy event again this year, so all the more reason for us to show up in force.

Tempest is our flagship annual event, attracting players from all over the world to compete for top place. We have previously hosted both DipCon and World DipCon at our Tempest in a Teapot competition. This year's event will take place at the Westin Tysons Corner in Falls Church, Virginia. The hotel is offering an event rate of $99 a night - just specify PTKS Tempest event when booking your room. A Xtal-Ball exhibition game will be held as interest and availability permits, hosted by Jeff Ladd. Tours of local attractions may be scheduled for interested attendees on Friday and/or Saturday given sufficient interest. If you are interested in such a tour, please notify Chris Martin or Joseph Wheeler ASAP with the times you would be interested in such an outing, the number of people in your party, and any local attractions of particular interest to you. Other gaming will be available pending availability and interest.
Rules
Each board is entitled to set their own timing by unanimous agreement of all surviving players. In the event that unanimous agreement cannot be reached, board timing defaults to 15 minutes of negotiation, and 2 minutes to write orders, prior to the adjudication of each turn. If all surviving players have orders in before the time limits and agree, adjudication may proceed without waiting for the time limit(s). Each board has the right to move to "drop-dead" timing by unanimous agreement of all surviving players - in this time format, there is no separate "order-writing" clock, but rather all orders must be dropped into the box immediately upon expiration of negotation time.
A game may be ended at any time by unanimous, anonymous vote of all surviving players. This vote must be conducted during negotation time by the TD or an authorized proxy in such a manner that anonymity is preserved. If the vote to end the game passes, then the current center counts (as of the last validly adjudicated Fall phase) are used for board standing results.
Flying Dutchmen are not permitted and must be removed immediately upon discovery; if the extra unit cannot be identified, then the removal will follow the removal rules for a forced disband. Failure to write build orders for all available builds constitutes an implicit waive of the build. Failure to write disband orders for all required disbands will result in disbandment of units by the following criteria, in descending order of importance: Furthest from an owned SC, furthest from a home SC, fleets before armies, alphabetical by name of province. Failure to turn in orders for one or more units, either by omission, design, or failure to meet the time deadline, shall be adjudicated as a "hold" order for the affected unit(s), unless the omitted order is a retreat, in which case the unit will disband.
No negotiation is permitting during adjudication, build, disband, or retreat phases. If the owning player is unsure of where his retreating unit may retreat, and requests information from the other players, those players may inform him of which open spaces are ineligible for retreat due to standoff or source of attack. No player may point out the eligible spaces for retreat.
All rules, adjudication, and other board disputes may be referred to the TD or an authorized proxy who is not involved in the affected game, whose decision is final and binding.
Scoring
The scoring system for Tempest rewards relative board position. At the conclusion of the game (victory or unanimous draw vote), a victory will score 28,034 pts. In the event of a draw, these points will be divided amongst the players as follows: the largest power on the board will score 7000 pts plus 1 pt for each owned supply center, the second largest power will score 6000 pts plus 1 pt for each owned supply center, ..., the smallest power will score 1000 pts plus 1 pt for each owned supply center. Any powers which have the same size will split the points for the two relevant positions - ie, two 10-center powers tied for second-largest power will score [(6000 + 5000)/2 + 10] 5510 pts each.
Up to three results will count toward tournament standing. If a player participates in all four rounds, the lowest result will be dropped. The Tournament Director and any authorized proxies who exercise authority over boards, rulings, or disputes will be recused from eligibility in the tournament for standing, Best Country award , or any other "standings" awards.
Conduct
Diplomacy Tournaments are about the excitement of competition, but more importantly, they’re about fun. We want our members who compete in Tempest to have the experience of a lifetime. An important ingredient in that experience is good sportsmanship. Sportsmanship is the key to the success of regular Diplomacy hobby play and Diplomacy national tournaments. We realize the level of competition in our tournament may be unlike any you have ever experienced. But please don’t let your competitive fire overshadow the level of sportsmanship you express to your opponents. Toward this end, the TD and his authorized proxies are authorized to remove overly disruptive players who exhibit such abusive behaviour as prolonged yelling at an opponent, excessive personal insults, or physical aggression.
The hotel prohibits the consumption of outside alcohol in the venue. Please act responsibly.
Spring Minicon 2008

Our goal is to have a scheduled tournament each season attracting strong play and encouraging tournament play.
